In working on the development projects of various sectors. both government and private sectors if
lacking the impact assessment on the participative community and desion making on the development projects relevant to the context of these communities, such projects would be more or less affected,
such as Surin bio-mass electricity plant. Althongh it is the alternative energy and the energy stability
of Surin, if lacking a good administrative management, it would give right to all pollutions of sound,
water, smell, dust, and traffic as well.
The community health impact assessment - CHIA is therefore and important instrument as of the
National Health Act of 2007 (B.E. 2550) used by the communities surrounding two electricity plants
in Surin, to study the health impact with the system, to cooperate learning process in protecting their
own rights and communities, and also to empower the people in communities to use the study findings
for submitting to the relevant persons to solve the problems as well.
In addition, in the 7th National Health Assembly of 2014 (B.E.2557) on 24-26 December 2014 the
National Health Assembly Award was given to admire, appreciate and encourage the networks and communities that used the instrument of “health assembly, health constitution, and community
health assessment” to concretely mobilize in their own areas, by which Surin obtained the Health
Assembly Award on using the instrument of “ Community Health Impact Assessment” for their own.
